ON <br />E RE <br />LANDFILL <br />ORANGE REGIONAL RECYCLING PROGRAM <br />REPORT to ORANGE COUNTY BOARD OF COMMISSIONERS <br />May 15, 1991 <br />Drop -offf sites <br />Program Description <br />Fourteen drop -off sites are established county -wide: seven are <br />located in rural Orange County. Newspapers, glass bottles and <br />jars, aluminum beverage cans and plastics (PETE and HDPE) are <br />collected at all sites. Corrugated cardboard is collected at one <br />of those sites. Average collection is 145 tons per month for all <br />14 sites. The sites in the County total an estimated 14% of this <br />or 20 tons per month. The Town of Chapel Hill is contracted to <br />collect newspapers, cardboard and plastics from the sites; EGOS is <br />contracted to provide collection and containers for other <br />materials. <br />Cost per Ton <br />Cost per ton without revenue and administrative costs: $22.02 <br />Volume increased by 41% from last year. Costs per ton including <br />administrative cost and revenue for the first nine months of this <br />year are = $36.70. Assuming that 95% of the recyclables collected <br />at those sites are generated in rural orange County, tip fee <br />savings to the County from July 1, 1990 through March 31, 1991 are <br />$3,400. <br />Plans for FY 91 -92 <br />During FY 91 -92, a total of three additional sites may be <br />added. These are slated for the existing or proposed consolidated <br />green box sites. The proposed site at Frazier Road and I -85 is <br />slated to have a salvage shed and waste oil collection. <br />The proposed budget will allow addition of tin /steel cans at <br />all drop off sites in October. <br />Corrugated Cardboard <br />ProgramDescriRtion <br />Contracted by the Town of Chapel Hill, the program collects <br />about 20 tons of cardboard per month from four of the drop -sites <br />and a total of 50 businesses in Carrboro, Chapel Hill and southern <br />Orange County. The recycling program leases collection containers, <br />collects and sells the cardboard. Of the 35 containers, 5 are in <br />rural Orange County.
