result of a reclassification or those whose current <br />salaries are below the minimum of the new grade, <br />will receive a salary increase. This is the same <br />salary handling applied in Phase I implementation. <br />The Orange County Personnel Ordinance, Article V, <br />8.0 states "An employee whose position is <br />reclassified to a class having a higher pay range <br />shall receive a one -step salary increase or an <br />increase to the minimum step of the new salary <br />range, whichever is higher." <br />As a result of the Phase II study and our <br />interpretation of the Orange County Personnel <br />Ordinance, there are two groups of employees whose <br />salaries will be affected by this study. <br />-- There are approximately 57 employees whose <br />positions will move to a higher salary grade as a <br />result of a reclassification. These 57 employees <br />will receive a one step increase or an increase <br />to the minimum of the proposed new range, <br />whichever is higher. <br />-- There are approximately 16 employees whose <br />current salaries are below the minimum of the <br />proposed salary range. These 16 employees' <br />salaries will be raised to the minimum of the <br />proposed range. <br />No employee's salary will be reduced as a result of <br />this study. <br />B. Phase I Restudies <br />Phase II also included a number of restudies from <br />Phase I. During the budget process, we will be <br />proposing adoption of the classes and salary grades <br />resulting from the Phase I restudies as shown on <br />Attachment 2. <br />This list represents three additions (affecting <br />eight positions) to the list provided by the <br />consultant. It is recommended that the salary <br />grades for the positions of Public Works Director <br />and Director of Purchasing and Central Services be <br />changed from Salary Grade 76 to Salary Grade 77. As <br />a result of the final review of the pay plan <br />combining Phase I and Phase II, the Manager <br />recommends this realignment to better reflect the <br />relative responsibility of the positions. This will <br />result in no salary change. The third addition <br />comprises the Code Enforcement Officer class series. <br />3 <br />
