Phase II of the study has <br />now been completed. <br />Under separate cover, the Board of Commissioners have <br />been provided: <br />- The Phase II Final Report for Health and Social <br />Services Departments <br />- MAI's memorandum dated May 15, 1991 reporting on <br />results of the Phase I restudies <br />Item A below summarizes the Phase II Health and Social <br />Services results and Item B summarizes the results of <br />the Phase I restudies. <br />A. Health and Social Services De artments <br />The Phase II Final Report details the study <br />methodology, findings, proposed classes, proposed <br />salary grades and salary survey analysis. <br />During the budget process, we will be proposing <br />adoption of the proposed Phase II classes and salary <br />grades as shown on Attachment 1. <br />The Attachment 1 list of classes includes a <br />modification from the classes and salary grades <br />recommended by the consultant. Based on the salary <br />survey and job factor analysis, the consultant <br />recommended Public Health Nurse and Family Nurse <br />Practitioner classes be reduced one salary grade. <br />After consideration and discussion with the Health <br />Director, it is recommended that these classes be <br />retained at the current salary grades and the new <br />Family Nurse Practitioner II class be at Salary <br />Grade 73. This is recommended in recognition of the <br />shortage of trained nursing personnel in this area <br />and the difficulty in recruiting and retaining such <br />staff. <br />The Attachment 1 list of classes affects <br />approximately 177 positions. Of these positions, <br />- 147 are moving to higher salary grades, <br />- 1 is moving to a lower salary grade and <br />29 are staying at the same salary grades. <br />Of those employees whose positions are recommended <br />for salary grade increases, only those whose <br />positions are moving to a higher salary grade as a <br />
