The breakdown of expenditures to date are $3325 <br />out of $6000 budgeted for the Hillsborough gauge monitoring <br />equipment; $8250 out of $11.700 budgeted for the Lake Ben <br />Johnson weir; $4975 out of $11,350 budgeted for the Lake <br />Orange weir; and $2500 out of the $9360 budgeted for the <br />Corporation Lake weir. The expenditures for the Corporation <br />Lake weir are for materials that are on hand but have not yet <br />been installed. Unless major difficulties are encountered <br />during construction at Corporation Lake, the project should <br />be completed for less than the budget. <br />The Eno River Capacity Use Agreement restrictions on the Eno <br />water users were in effect for the seventeen week period from <br />July 3, 1990 until October 29, 1990 . Four of those weeks <br />had Stage II water withdrawal restrictions is place, which <br />meant even more stringent restrictions. Overall, the system <br />for coordinating withdrawals, releases from reservoirs and <br />maintaining instream flow worked fairly well. Although <br />Hillsborough went ten weeks into the restriction period <br />before beginning to purchase water to supplement its <br />withdrawals and exceeded its Eno water allocations for the <br />majority of that time, total Eno withdrawals were-very nearly <br />within the Capacity Use requirements. During the period of <br />withdrawal restriction, it became obvious to the Eno water <br />users that some sort of allotment sharing agreement was <br />necessary to deal with those situations where one or more of <br />the users were not using their full allocation. However, <br />such an agreement has yet to be created or approved. During <br />the period of time when Hillsborough was purchasing water <br />from OWASA, there were no instances where excess withdrawals <br />from the Eno occurred. <br />Several minor glitches in maintaining minimum instream flow <br />also occurred during the summer of 1990. These occurred due <br />to several mechanical failures at the Eno stream flow gauge <br />and to a stoppage in the flow control /release valve at Lake <br />Ben Johnson dam. In spite of the mechanical failures and <br />withdrawal overages, the 1990 operation of the Eno River <br />Capacity Use Agreement was successful and resulted in serious <br />attempts at minimizing water use, maintaining instream flow <br />and limiting Eno withdrawals. With minor exceptions, the NC <br />Division of Water Resources and all of those who use and <br />enjoy the waters of the Eno were pleased by the efforts of <br />the Eno River Users group. <br />L <br />
