PROPERTY <br />ORANGE COUNTY - BINGHAM TOWNSHIP <br />TAX REFERENCE 6.26..27A <br />Prepared: 02 -14 -91 <br />STATEMENT OF JUSTIFICATION <br />1.0 GENERAL INFORMATION <br />The Orange County Land Use Plan provides that commercial activities are appropriate within <br />certain identified activity nodes and generally inappropriate outside these nodes. The <br />subject property is located in Bingham Township and is within an activity node identified as <br />the BH -1 Rural Neighborhood Activity. Node. This node is centered at the intersection of NC <br />Highway 54 and SR 1958 ( Morrow Mill Road) and it's quarter -mile radius extends beyond <br />the subject property, thereby encompassing it within the node. <br />The attached change of zoning application specifically requests that 2.94 acres are zoned <br />Light Commercial -1 (LC -1). The property is presently zoned as follows: <br />1.92 Acres Neighborhood Commercial -2 (NC -2) <br />1,02AM Agricultural /Residential (AR) <br />2.94 Acres <br />2.0 CHANGED OR CHANGING CONDITIONS <br />When the subject property was originally zoned Agricultural /Residential (AR) for both <br />agricultural and residential uses, the general area was situated in a geographic area where <br />development trends had not been sufficiently established. With regard to agricultural <br />zoning, there has been a statewide decline in the amount of land under agricultural uses <br />particularly for small parcels. The subject property is not suitable for farming. With <br />regard to residential zoning, the present commercial use of the parcels immediately south of <br />the subject property ( tax reference 6.26..28 & 28A) and the parcel immediately east of the <br />subject property Qp(yeference 6.26..6D) render the subject property undesirable for <br />residential development. The existing commercial uses in the general area are beginning to <br />establish a development trend for other commercial uses. Commercial development in this <br />activity node is consistent with the vision of the Orange County Land Use plan. <br />3.0 COMPLIANCE WITH INTENT AND PURPOSE OF THE LAND USE PLAN <br />The purpose of the LC -,l zoning district, as stated in the Orange County Zoning Ordinance,is <br />to provide appropriately located sites for commercial uses designed to serve a population at <br />telephone (919) 929 - 6069.424 waterside drive - carrboro, north caroling 27510 <br />
