New Rope Corridor Open Space Master Plan <br />Phase. 1. Priority Corridor Acquisition (1 m 5 Years) <br />Estimated Cost: $2.74 million to $5.37 million (Table 1). <br />Objective: Utilization of land presently under control of the City of Durham, <br />Duke University, and the Army Corps of Engineers, along with purchases of <br />opportunity in the Wildlife Protection Area and any other acquisition that <br />presents itself through zoning or negotiation. <br />Actions Required: <br />1. Designate the City-owned former Sandy Creek sewage treatment plant site <br />as recreational land. The City of Durham Parks and Recreation <br />Department staff should study program needs and site capabilities. <br />2. Negotiate agreements with Duke University, including liability agreements, <br />concerning public use of trails, fire roads, NC 751 Parkway, the <br />Cornwallis -Erwin Natural Area, and the Hollow Rock Access Area, which <br />are located on Duke Forest land. Consideration should be given to usage <br />requirements of both Duke University and the public to determine if land <br />swaps are in order. <br />3. Negotiate with the Corps of Engineers concerning nature trails and <br />bicyclelpedestrian trails along the edge of the floodplain. <br />4. Begin acquisition of land for Wildlife Protection Areas, purchasing in fee <br />simple and/or through purchase of development rights. <br />5. Acquire any appropriate tracts made available through the development <br />process and by willing landowners. <br />6. Involve Eno River State Park personnel and the Association for the <br />Preservation of the Eno River Valley in planning for any hail connection <br />to the Park. <br />7. Acquire floodplain land along Sandy Creek. <br />8. Acquire land for a 200 -foot "steep slope buffer" along Dry Creek and New <br />Hope Creek in the vicinity of US 15 -501. <br />r•:IJ <br />
