New Hope Corridor Open Space Master Plan <br />• The Committee could be freestanding or could be a component of existing <br />planning or open space agencies. <br />• Committee membership could be drawn from the membership of existing agency <br />committee groups with additional representation by interested corridor property <br />owners and other interested citizens. <br />• The Committee should be provided with staff support from appropriate <br />operating agencies. It is expected that required support would be limited. <br />• The Committee would not have operating responsibilities associated with the <br />corridor's development and preservation. <br />C. Master Plan Implementation Steps <br />It is recommended that the New Hope Corridor Open Space Master Plan be <br />implemented over a maximum period of 20 years in three phases (Tables 1 -4: Master <br />Plan Action Summary). The overall cost of plan implementation is estimated to be <br />between $14.9 million and $26.4 million, with costs to be borne by appropriate <br />jurisdictions (Table 5: Master Plan Implementation Cost Summary). The wide range <br />of estimated costs is due to the variety of options available for acquiring land, amount <br />of land to acquire, types of trail construction, and other facility development. <br />The Committee recommends and expects that the public agencies involved in <br />implementing the Master Plan will take advantage of particular opportunities, as such <br />opportunities occur, to move the Master Plan implementation ahead. As a general <br />principle, land acquisition and protection will precede construction and development. <br />However, all or portions of construction and development actions should not be <br />delayed pending acquisition of all land and development rights. For example, all trail <br />installation should not be postponed until all land is acquired. Some development of <br />trails and other facilities for public use should be carried out in conjunction with land <br />acquisition; while preservation of the land is of primary importance, it is also <br />important that the public be able to enjoy the benefits of the corridor. It is hoped that <br />the area will be accessible to the public in order to develop awareness and <br />appreciation of the corridor. <br />The phases of the plan are outlined below. Activities in Phases 1 through 3 may <br />overlap, depending on the opportunities for funding, acquisition, and development that <br />arise. Thus, for instance, Phase 2 might actually span year 2 to year 10 and Phase <br />3 might span year 2 through year 20. <br />59 <br />
