Any change in the <br />operation of the large day care home will <br />constitute a modification and require the <br />approval of the Board of Adjustment under the <br />provisions of Article 8 of this ordinance. in <br />determining whether a change in the operation of - <br />the large day care home has occurred, the Zoning <br />Officer shall be guided by the procedures and <br />criteria contained in Article 8.7. <br />[The standards of evaluation are essentially the same as <br />those required for larger facilities and used by the Board of <br />Adjustment in deciding on an application. Additional <br />standards included as part of the amendments are buffer <br />requirements and a restriction on the location of outdoor <br />play areas. The requirement of 75 square feet of outdoor <br />space is a State standard. If the outdoor space is located <br />on existing nitrification fields or space reserved for that <br />Purpose, the soil may be compacted or a low pressure system <br />damaged by the pedestrian traffic. The restriction is simply <br />an effort to prevent such a situation from occurring. <br />A concern common to all types of day care facilities is the <br />amount of traffic likely to be generated by such a use. Day <br />care involving less than six children is not licensed by the <br />State or regulated by the Zoning Ordinance. If a large day <br />care home may have up to i5 children, the difference between <br />the two day care arrangements is ten children. In a worst <br />case situation, this would mean that an additional 20 <br />vehicular trips are generated by the use. This is equivalent <br />to the trip generation of two single - family homes. Since the <br />facility would also be a single family residence, it could <br />generate (at m &st) traffic equivalent to that of three <br />single- family residences. Under the provisions of Article <br />6.27.2 c) above, the operator may faced with upgrading a <br />road to a higher standard.
