11 <br />State officials. Since that time Habitat has been able to <br />secure a loan commitment from Central Carolina Bank and the <br />Development Agreement is ready for BOCC approval. Thus, <br />immediately following the May meeting, County staff will <br />forward all necessary documentation to the State in order to <br />receive final grant award. Also, in anticipation of the <br />requirement to conduct an Environmental Assessment of the <br />project, this assessment has been completed and will be <br />forwarded after BOCC approval. <br />Therefore, we should be able to sign a grant agreement <br />with the State in June, and have the funds released by July <br />15, 1991. The timing of the actual release of funds is <br />critical in order to coordinate the construction work with <br />the Department of Transportation ( NCDOT). The Department has <br />officially consented to perform the work and understands that <br />the County has only $200,000 to finance the construction. <br />However, should the low bid exceed this amount and <br />negotiation with the low bidder fails to reduce the bid, as a <br />practical matter, the difference between the bid amount and <br />grant funds must be found. <br />The County Engineer is working with the NCDOT to <br />complete all the necessary preparations for road <br />construction. Road alignment and vertical design information <br />has been sent to NCDOT for review and comment. A response is <br />expected in the next few weeks. NCDOT is also requiring that <br />all right -of -way in the subdivision be platted and recorded <br />prior to beginning road construction. Therefore, Habitat will <br />need to develop a new plat which shows the proposed roads and <br />the associated right -of -way for the entire project including <br />the portion for which lots have not been finally approved. <br />That plat will need to be approved and recorded. <br />Also, NCDOT will not let bids for the work until the <br />County signs a contract with them. This contract has been <br />prepared, however, the County cannot sign a contract until <br />the grant funds have been released since that is the source <br />of funding. Therefore, the County must sign a contract with <br />the Department of Transportation as soon as the grant funds <br />are released in order to get the work done during this year's <br />paving season which ends November 1, 1991.
