CHESTNUT OAKS HOUSING DEVELOPMENT PROGRAM <br />STATUS REPORT . <br />MAY 1991 <br />BACKGROUND <br />3 <br />Habitat for Humanity of Orange County, Inc. is <br />aggressively pursuing the development of a 34 unit housing <br />subdivision known as Chestnut Oaks to provide homeownership <br />opportunities for low and moderate income families. The <br />subdivision is located near the Bingham /Chapel Hill Township <br />line on the west side of Jo Mac Road. <br />The preliminary plan for Chestnut Oaks was approved by <br />the Board of Commissioners on February 16, 1988. The <br />preliminary plan called for the lots to be developed in three <br />phases. On April 18, 1988, the Planning Board approved the <br />final plat for Phase 2 of Chestnut Oaks which consisted of <br />four (4) lots in addition to extending and upgrading the <br />existing subdivision road to NCDOT standards. No other phase <br />was submitted for final approval within twelve months <br />following approval of Phase 2, thus, the preliminary plan <br />approval expired. <br />On June 4, 1990, Habitat for Humanity made a proposal to <br />the Board of Commissioners (BOCC) to revise the original <br />Chestnut Oaks phasing plan to allow combining Phases 2 and 3 <br />of the subdivision into a single remaining phase with the <br />entirety of Gemena Road retained as a private rather than a <br />public road. On this date, the BOCC approved an amended <br />phasing plan as follows: <br />"Phases 2 and 3 of the <br />combined into a new Pha: <br />to NCDOT public road <br />construction extending <br />the eastern boundary of <br />along the creek. The new <br />June 4, 1992." <br />original phasing plan shall be <br />3e 2. The roads shall be built <br />standards with Gemena Road <br />from Jo Mac Road (SR 1103) to <br />the 100 -foot stream buffer <br />Phase 2 shall be completed by <br />Additionally, the final plat for Phase 2 has to be revised <br />and approved by the Planning Department within twelve months, <br />or the approval of the amended phasing plan will expire. This <br />imposed a deadline of June 4, 1991 for Final Plat approval of <br />Phase 2. After approval of the final plat for Phase 2, then <br />Phase 3 must be approved within six months or in this case by <br />December 4, 1991. <br />*1* <br />
