3 <br />3. Institutionalized offenders Project -- focuses on outreach, <br />recruitment and assessment services to offenders while they <br />are in prison or on parole. This training program utilizes <br />available community resources to provide jobs and training <br />plans for the offender. The goal is to minimize the impact <br />of release and re -entry into the community. The program is <br />operated by the Employment Security Commission under a <br />contract with DET. <br />4. Summer Youth Program -- provides summer jobs for <br />disadvantaged youth 14 -21 with public and private non profit <br />organizations capable of providing the most meaningful work <br />experience positions with adequate supervision. Participants <br />work a maximum of forty hours per week for a period of seven <br />to nine weeks. Teaching youth about the actual world of <br />work, good work habits and developing pride in the completion <br />of an assigned task are programmatic goals. JOCCA operates <br />the summer youth program through a contract with DET. <br />Fiscal Year 1991 -92 Training Programs <br />On April 8, 1991 the RSDA -PIC approved training programs for <br />FY 1991 -92. The PIC approved Pre - Employment skills Training/ <br />Dropout Prevention, Institutionalized offenders Project, and <br />the Summer Youth Program. The PIC replaced the OJT program <br />operated by the County Employment Security Commission office <br />with a new program, Individual Referral /OJT.
