STATE OF NORTH CAROLINA ) <br />ss.. <br />COUNTY OF ORANGE ) <br />I, , Clerk of the Board of Commissioners <br />of the County of Orange, DO HEREBY CERTIFY, as follows: <br />1. A regular meeting of the Board of Commissioners of the <br />County of Orange (the "Board "), a county of the State of North <br />Carolina, was duly held on May 21, 1991, proper notice of such <br />meeting having been given as required by North Carolina statutes, <br />and minutes of such meeting have been duly recorded in the.Minute <br />Book kept by me in accordance with law for the purpose of <br />recording the minutes of the Board. <br />2. I have caused proper Notice of the Public Hearing <br />portion of such meeting to be published at least ten days prior <br />to such meeting. <br />3. I have compared the attached extract with the minutes <br />so recorded and the extract is a true copy of the minutes and of <br />the whole thereof insofar as the minutes relate to matters <br />referred to in such extract. <br />4.
