3 <br />EXTRACT FROM MINUTES OF <br />THE BOARD OF COMMISSIONERS <br />FOR THE COUNTY OF ORANGE, NORTH CAROLINA <br />The Board of Commissioners for the County of Orange, North <br />Carolina, met in regular session in the Old Post Office, 179 East <br />Franklin Street, Chapel Hill, North Carolina at 7:30 o'clock P.M. <br />on May 21, 1991. <br />Present: Commissioners: <br />Absent: Commissioners: <br />Also Present: <br />stated that Orange County (the <br />"County ") was actively considering the purchase of an <br />approximately 34.10 acre tract of real property on the south side <br />of Homestead Road, west of North Carolina Highway 86 in Chapel <br />Hill, North Carolina presently owned by Vinton A. Hoyle, Jr. and <br />- wi €e - -, Martha G. Hoyle (the "Property "). A proposed contract for <br />the purchase of the Property (the "Contract ") has been negotiated <br />on behalf of the County and presented to this meeting. <br />Geoffrey E. Gledhill, County Attorney, advised the Board that the <br />Contract involved the payment of a portion of the.purchase price <br />in a series of payments as authorized by North Carolina General <br />Statutes Section 160A -20 and that before entering into an <br />installment purchase contract involving real property, the <br />statute required the County to hold a public hearing on the <br />Contract. He advised the Board that a Notice of Public Hearing <br />had been published in the on May , 1991 (the <br />"Notice ") designating this meeting as the date, time and place <br />for such public hearing on the Contract. <br />Commissioner moved that the Board ratify the <br />publication of the Notice and designate this meeting as a public <br />hearing on the Contract. The motion was seconded by Commissioner <br />and was unanimously adopted. <br />At o'clock, _.M., the Chairman announced that the <br />Board would hear anyone who wished to be heard on the <br />advisability of the Contract and the purchase of the Property on <br />an installment basis. <br />The presiding officer then recognized such persons if any, <br />who appeared either in person or by attorney, to be heard on the <br />
