Ronald Aycock, Executive Director <br />DATE: Ap�il 17,1991 <br />There are several items related to the NCACC Annual Conference in Winston -Salem on August 15 -18 <br />which need your immediate attention. Registration and program information on the conference will be <br />mailed out in early May. <br />PROPOSED RESOLUTION <br />Association President Darrell Frye has asked that resolutions to be considered at Annual Conference be <br />submitted to the Association office no later than Friday, July 19, 1991. This dale Nvill enable us to <br />publish proposed resolutions in Couplyl-ines-prior to the beginning of our Conference. <br />The rules governing the resolutions process are set forth in Article VII, Section 1, of the Association <br />Constitution, which reads as follows: <br />SECTION 1: Submission of Resolutions to Resolutions Committee. A resolution may be submitted <br />for consideration by the Resolutions Committee at the Annual Meeting of the Association in one of'the <br />following ways: <br />1. By official action of a member board of county commissioners; <br />2. By official action of a standing or special committee of the Association; <br />3. By official action of an affiliate organization of the Association; <br />By motion of a member of the Resolutions Committee. <br />2 S @i <br />The Board of Directors will meet as the Resolutions Committee during the Annual Conference on the <br />following dates: <br />Thursday, August 15 -10:00 a.m., Winston -Salem Hyatt Hotel <br />Friday, August 16— 3:30 p.m., Benton Convention Center (if needed) <br />NEW PR 'EDURE FOR HANDLING LEGISLATIVE, RESOLUTIONS <br />Due to the continued confusion created by having legislatively oriented resolutions considered at both <br />the Annual Conference quid at the Legislative Goals Conference, the Board of Directors voted last year <br />to adopt a new policy concerning the handling of legislative resolutions proposed at Annual Con- <br />ference. Thus, any proposed resolutions with legislative impact will be forwarded by the Board of Direc- <br />tors (acting as the Resolutions Committee) to an appropriate Association steering committee. The steer- <br />ing committee will be directed to review the resolution and forward it to the Legislative Goals Com- <br />mitee, which will meet during the fall of 1991. The Legislative Goals Committee will then recommend <br />action on the goal to the Board of Directors. Since the Association does not sponsor another Legislative <br />Goals Conference until December, 1992, the Board itself is responsible for adopting any revisions or ad- <br />ditions to the current legislative goals package.
