3 <br />PLANNING PROCESS FOR: <br />GOVERNMENT SERVICES BUILDING <br />SOUTHERN HUMAN SERVICES BUILDING <br />It is proposed that there be two planning committees; one for <br />the Government Services Building and one for the Southern <br />Human Services Building. Duties of the two committees would <br />include the following: <br />..Interview architectural firms and recommend one to the <br />Board of Commissioners. <br />..Review and recommend the final schematic design <br />to the Commissioners. <br />..Review and comment on design (interior) drawings. <br />PROPOSED PROCESS <br />1. Commissioners adopt the process and authorize the <br />Manager to form the Planning Committees. <br />2. The Committee will follow the prescribed selection <br />process to hire design professionals and return a <br />recommendation to the Commissioners. <br />3. Following the selection process, the Architect will <br />meet with the Planning committee and with Orange County <br />Departments who will potentially be affected by the new <br />facility. During this phase, the Architect will also meet <br />with the Commissioners to discuss their general concerns as <br />well as to address any specific needs they identify. The <br />Architect will subsequently incorporate the comments to the <br />extent possible and produce a recommendation regarding the <br />amount of space needed, type of space needed and the location <br />of each function within the building. Upon completion of <br />this phase of the programming process, the Architect will <br />meet with the Planning Committee and with County Departments <br />to ensure that their comments have been translated into the <br />design in the manner intended. <br />4. The Architect will develop two schematic designs and <br />will present them to the Committee and to all Commissioners <br />who wish to attend, as well as present the designs in a <br />regularly scheduled Commissioner's meeting. <br />Note: Per Board request, April, 1991, the plans <br />for the Southern Human Service Building will <br />displayed both in Southern Orange and in Hillsborough. <br />Plans will be on display for approximately two weeks to <br />encourage further public comment. <br />Following the two week period, the Architect will be <br />directed to continue schematic design development with the <br />preferred site design. <br />5. The Architect will present fully developed schematic <br />design to the public and to the Commissioners at a public <br />meeting. This will be the final review of the schematic <br />design unless the requested changes are significant. <br />
