Tryon SL <br />HInsborough, N.C. 27278 <br />I have reviewed the letter from Tara Fike,; concerning the <br />Chestnut Oaks subdivision and the County's environmental <br />assessment of the project. Based on our department's work in <br />the development, I can relate only what e'raluations, studies, <br />and permitting have been done by us to this point. <br />All the sites in phases 2 and 3 have been evaluated by us and <br />all do have a usable area for an on -site sewage disposal <br />system. Some of the lots in phase 2 have already been <br />permitted and a few systems are also in operation. The sites <br />in phase 3 have yet to be confirmed after survey. To my <br />knowledge, all systems in operation are currently functioning <br />properly. <br />In response to Tara's questions, on -site sewage disposal <br />systems provide a environmentally sound method of treating <br />and disposing of domestic waste water if they are installed, <br />operated and maintained properly and in accordance with <br />design parameters. The home owner becomes the principle <br />Party in completing most of these procedures. Because of <br />these variables, it becomes impossible to state in a blanket <br />fashion that the project will not adversely affect the <br />existing conditions. Also, many of the environmental factors <br />that could be adversely affected are not within the <br />Environmental Health Division's purview. <br />As a point of clarification, the homes in the neighborhood <br />will not be served by community wells. The developer has <br />chosen to put clusters of 3 -4 homes on one well and that well <br />would be owned and operated by those 3 -4 homes only. This <br />Procedure is being done in order to avoid the community well <br />classification.
