L•] <br />TAC MINUTES <br />Page 2 <br />REGIONAL BICYCLE PLAN: <br />Each jurisdiction gave an update on local bicycle facilities <br />planning. Sarah Burdick discussed the Town of Carrboro's bicycle <br />plans from a map she presented. Carrboro also has unofficial bike <br />paths which are heavily used. David Bonk discussed the Town of <br />Chapel Hill's bikeway concept plans. The Chapel Hill bike plan is <br />predicated on the assumption that community needs are accommodated. <br />The plan also focuses on creating a system that will encourage <br />commuters to use bicycles for work trips. Vonda Frantz discussed <br />Durham County's bicycle plans from a map and handout which she <br />presented. She indicated that a comprehensive program is needed <br />for the bicycle plan' consisting of enforcement and education <br />planning. <br />Mar}: Ahrendsen discussed the TCC's revised recommendations for the <br />bicycle plan. The recommendation of the TAC on September 12, 1990 <br />was to request a proposal for the 'bicycle plan and for each <br />jurisdiction to share the cost of $30,000 - $35,000 equally. This <br />amount was based.. on a - preliminary proposal submitted by the Pro <br />Bike Group. At the TAC meeting in October concerns were expressed <br />e consultant, funding distribution, the <br />about the selection of thu <br />timing schedule of the study, and the contractual agreement. The <br />TCC reviewed those concerns and recommended that the TAC endorse <br />the RFP submitted by Pro Bike and select a funding distribution <br />formula. After consulting with the NCDOT bicycle staff and <br />attending a bicycle workshop held in Raleigh, the TCC felt that Pro <br />Bike Group had the expertise to do the study and should 'wherefore <br />be selected as the consultant: <br />Upon selecting .and endorsing a distribution• formula, each <br />jurisdiction will be responsible for budgeting their_ share of the <br />costs in their respective local budgets for fiscal year 1991 -92. <br />once local budgets are approved by June 30, 1991, interlocal <br />agreements between the City of Durham and each of the four other <br />jurisdictions must be completed.
