f' <br />Just within the past several weeks, we completed the purchase of <br />an important parcel adjacent to the Cane Creek Reservoir. <br />As we discussed with the Chapel Hill Town Council an February 6, <br />a special study of the Cane Creek watershed is programmed in our- <br />Capital Budget for FY 93. We expect to begin discussions and <br />planning for that project during the coming year. <br />The Board is also considering the most appropriate scale of <br />recreational facilities for the Cane Creek Reservoir. We are <br />mindful of the County's Parks and Recreation Master Plan, and <br />expect to cooperate in areas of mutual interest. <br />In the meantime, I want to personally extend an invitation to all <br />of you to tour Cane Creek. I have instructed our Executive <br />Director to work with the County Manager to make necessary <br />arrangements. <br />Budget <br />As you well know, the Rites of Spring include the local budget <br />process. OWASA is looking at $30 million dollars of capital <br />improvements over the next five years. The largest ones include <br />major expansions of both the water and wastewater treatment <br />plants. Due to the continuing need for large capital investments <br />to meet growth and regulatory requirements, we'll probably need a <br />modest rate increase during the. next year. A more definite <br />determination will emerge as our operating -and capital budgets <br />are finalized during the next two months. <br />I'll be glad to answer any questions or comments you may have. <br />
