22 <br />11.Analyze trends and plan for the future. <br />Completed The Economic Development Commission submitted its <br />strategic Plan in March 1989. <br />12.Promote a greater awareness of a continuous trend of <br />poverty that can only erode growth in our society and <br />become more taxing on the educational system. <br />Completed The Board of County Commissioners sponsored a county -wide <br />Forum on Poverty in Orange County in November 1989.
