20 <br />-There is a 10.2 percent difference in the number of <br />children living in poverty and the actual number of AFDC <br />recipients. <br />-Need to address the issue of the negative impact of poverty <br />on youth in the public school system. <br />-Need for more innovative after school programs <br />-Need for better access to food stamps <br />STATUS RECOMMENDATIONS /STRATEGIES <br />1-Urge orange County commissioners to convene a "Conference <br />on Poverty" to formulate partnerships and develop <br />strategies. Such a conference should include: <br />- Private business and industry <br />- Churches <br />-Local units of government <br />- Educational institutions <br />- Community leaders <br />Completed Orange County Commissioners sponsored a Poverty Forum in <br />November 1989. A Report to the Community highlighting <br />Forum--identified needs and outlining current initiatives <br />was distributed. The Management Assistant will submit a <br />comprehensive report to the Board of Commissioners in early <br />1991. <br />2.Develop and implement a sound networking system to identify <br />those students who actually live in poverty and need <br />assistance. <br />ongoing The County has received a grant for a Master Client Index <br />for database management of human services clients, and is <br />working with a consultant on the initial stages of the <br />process, which will be completed in March 1991. <br />Future Families participating in the Welfare Reform Job <br />Opportunities and Skills Program will have a case manager <br />looking at all members of the family. <br />3-Network and coordinate with school systems and the <br />Department of Social Services. <br />Completed Orange County schools and the County Department of Social <br />Services developed a protocol, signed in January 1990, <br />which permits Social Services to counsel /investigate <br />student /family problems when necessary and appropriate. <br />Page 20 <br />
