Link, Jr. <br />Orange County Manager <br />Post Office Box 8181 <br />Hillsborough, North Carolina 27278 <br />Dear John: <br />Re: Proposed Senior Center <br />Thank you for providing me a summary of the action taken recently <br />by the Orange County Board of Commissioners in regard to the <br />proposed satellite Senior Center in Chapel Hill. I gave copies <br />of your April 17th letter to the Mayor and Town Council so that <br />they would be aware of the progress of this project. <br />You explained that the Board of Commissioners commitment to lease <br />space for the Senior Center is contingent in part on: <br />"An expression of commitment by the Town of Chapel Hill in <br />providing support for program staff and operations for the <br />Senior Center prior to the Commissioners' final approval of <br />the lease on May 6th." <br />I included a brief report on the Board of Commissioners' action <br />in the budget message that I presented to the Mayor and Town <br />Council on April 22nd. (Please see.attached excerpt of budget <br />message.) As part of that report I explained that: <br />"We believe that recreation services could be provided (by <br />the Town of Chapel Hall) at the proposed Senior Center on a <br />full- cost - recovery basis. We also believe that it would be <br />possible to develop an indirect cost formula for including <br />reasonable utility, operations, and rent costs in fees <br />charged for these senior center recreation programs, with <br />that portion of the fees being returned to the Senior <br />Center." <br />i continue to believe that primary staffing of the Senior Center <br />logically would be the responsibility of the County's Department <br />of Aging. <br />
