17 <br />(D) Recertification of the acreement by the Board of County Co:anissioners <br />to maintain a system or portion of a system of personnel adminis- <br />tration in accordance with these requirements will be necessary <br />from time to time in the following instances: <br />(1) Upon significant change in the membershin <br />of the Board of Commissioners. <br />(2) Upon passage of significant new legislation <br />or policy which will apply to the local system <br />or system portion. <br />(3) Upon major reorganization or restructuring <br />of the personnel system of the County. <br />(E) Separability <br />If any provision of these requirements, in future application and <br />interpretation, is held invalid, the remainder will remain in <br />force and not be affected thereby. <br />(F) Future StiDulatlons <br />Changes or additions to the local personnel system or system <br />portion, will be necessary from time to time to reestablish <br />substantial equivalency in regard to significant new personnel <br />legislation or policy which may come to Pertain to a Merit System <br />of Personnel Administration. <br />
