11 <br />32.76 acres, with access to Old Chapel Hill - Hillsborough Road. The site <br />has 2200 feet of frontage along the western right -of -way of Interstate <br />40. The site and surrounding properties are currently designated Rural <br />Residential on the Land Use Element. The proposed amendment would <br />create a new free - standing Commercial Transition Activity Node /Ten year <br />Transition area on this site. The applicants have stated the desire to <br />pursue application for an office park on this site. A public hearing <br />was held on February 25, 1991 and the Planning Board considered this <br />item on March 18, 1991 and recommended denial based on the applicants <br />desire to receive a decision based on existing policy. <br />Planner David Stancil informed the Board that there are <br />three projects or studies that have a lot of relevance to this <br />particular land use plan amendment. There is.a committee made up of EDC <br />and Planning Board members who are looking at sites across the county <br />for appropriate economic development opportunities. One of the sites <br />they will be looking at will be this interchange. Secondly, there is <br />an effort with the Town of Hillsborough to pursue a cooperative planning <br />zone. This area is under discussion in that plan. Third, the County's <br />Land Use element was adopted in 1981 and is scheduled for a ten year <br />update in the near future. The Planning Department is waiting on more <br />concrete census data before doing this as well as other studies such as <br />watershed and transportation plans. In 1984, an area study was done of <br />this interchange and the Board voted against designating a node at this <br />property and continuance of the rural residential designation at that <br />time. <br />Chair Carey noted that the Public Hearing was held open to <br />include the Planning Board recommendation and any additional written <br />comments. The Public Hearing was declared closed. <br />Motion was made by Commissioner Insko, seconded by <br />Commissioner Gordon to deny the proposed amendment as per the Planning <br />Board recommendation. <br />VOTE: UNANIMOUS <br />B. OPC MENTAL HEALTH AGENCY BUILDING RENOVATIONS <br />Debbie DeHoff from OPC Mental Health explained that they <br />require additional space before the completion of the new Southern Human <br />Services Building. They request approval to construct an approximately <br />1400 square feet addition to the County owned Southern Human Services <br />Building #2. They will pay for this addition by appropriating $145,000 <br />from their fund balance and request $21,500 from the County to complete <br />funding for the project. <br />Commissioner Willhoit questioned the future use of the <br />buildings in the complex and Ms. DeHoff indicated that they eventually <br />will have all three buildings. He questioned the traditional role of <br />that building with the community, and how this addition would impact the <br />neighborhood. <br />The decision on this request was postponed to May 21. <br />This will allow additional time for OPC to hold a public hearing and to <br />survey the surrounding residents to inform them of their plans and how <br />the space will be utilized and to receive feedback on their proposal. <br />C.
