15 <br />GENERAL <br />Procedure For Submission <br />At such time that a county has developed an overall system of personnel <br />administration or a portion of such system .which is felt to meet the <br />stipulations set forth herein, and wishes to petition the State Personnel <br />Commission for a delegation of authority to administer such system <br />autonomously, the official request will include: <br />(1) Reouirement. The Board of County Commissioners will by <br />resolution make known its desire for a delegation of authority <br />to operate an autonomous system of personnel administration, <br />or portion of a system and will certify that the system or <br />portion being offered is viewed to be substantially equivalent <br />to that of the State regarding local employees subject to <br />the State Personnel Act, and will be maintained in that manner. <br />(2) Requirement. P_11 documents and illustrations necessary to <br />fully relate the rationale and substance of the personnel <br />system or system portion being offered must be included. <br />(3) Reauirement. An organizational, chart and such supportive <br />narrative necessary to fully rearesent the staff complement <br />and separate functional responsihil_ities of all individuals <br />assigned to ad- ainister and maintain the personnel system <br />or system portion will be included. <br />(4) Recuirement. Provisions and strategies which will assure the <br />continued currency and responsiveness of the personnel'system <br />or system portion will be generally detailed, either jDy <br />excepts or additional documentation. <br />(5) Recu;:rement. The overall submission should be. to the State <br />Personnel Director, Office of State Personnel, Attn: Local <br />Government Coordinator. <br />(Guide.
