10 <br />Lois Herring, OWASA Board Chair, gave this report. In <br />answer to a question from Commissioner Insko about the Watershed <br />Classification for University Lake, Ms. Herring indicated she thinks it <br />will be WS II. If the watershed was classified a water critical <br />watershed, then OWASA's regulations, which are more stringent than the <br />State regulations, would be in effect. Commissioner Willhoit would like <br />to review the map which shows the various watershed designations. <br />C. DCHC TRANSPORTATION ADVISORY COMMITTEE <br />Planner Gene Bell reported the results of the April 24, 1991 <br />meeting of the Durham - Chapel Hill - Carrboro Urban Area Transportation <br />Advisory Committee. The major item of interest on the County's TIP <br />request was withholding endorsement of widening US 15 -501 from Morgan <br />Creek to the Chatham County Line until such time as equal consideration <br />was given to a connector road from US 15 -501 to I -40. The TAC voted <br />unanimously to request that the State Board of Transportation move all <br />actions related to R -942 back a year on the funding schedule. During <br />this time, Chapel Hill, Orange County, Chatham County, and DOT <br />representatives will attempt to reach a compromise. Another item of <br />interest was stormwater best management practices along Orange County's <br />Interstate corridors inside WS -IZI or higher watersheds. There were <br />assurances from DOT staff and the representative from the Federal <br />Highway Administration that such practices were being followed along the <br />interstates. <br />D. LUP -4 -90 AMENDMENTS TO THE JOINT PLANNING LAND USE PLAN AND <br />AGREEMENT FOR THE RURAL BUFFER <br />John Link stated that this report is to update the Board on <br />where the County is on pursuing the amendments based on the Rural <br />Character Study. <br />Planner David Stancil presented a report on amendments to <br />the Joint Planning Area Land Use Plan and Joint Planning Agreement which <br />reflect a portion of the Conceptual Guidelines for the Rural Buffer. He <br />briefly described the four alternatives as stated in the agenda <br />abstract. <br />After an extended discussion it was decided that an action <br />plan would be developed by the County Manager outlining the <br />alternatives. This will be placed on a future agenda for discussion on <br />how to approach the five recommendations. He asked that the Board <br />provide guidance on timelines for these five recommendations. <br />Chairman Carey feels it is important to inform the citizens <br />on what the County intends to do about a monitoring plan for alternative <br />septic systems in the County. John Link indicated this report would be <br />forthcoming in June. <br />VIII. ITEMS FOR DECISION - REGULAR AGENDA <br />A. CP -1 -91 ROBERT AYERS AND HAROLD HARRIS <br />The Board was asked to consider a proposed amendment to the <br />Orange County Comprehensive Plan by Robert Ayers and Harold Harris.
