3 <br />The County is working toward the objective of <br />implementing the Phase II Classification and Pay Study <br />results effective July 8, 1991, contingent on Board <br />approval. Estimated costs to implement Phase II will <br />be included in the recommended Fiscal Year 1991 -92 <br />budget. <br />To implement the Phase II study results, it is <br />necessary that the County receive State approval of its <br />substantial equivalency exemption request for <br />classification and compensation. <br />On April 18, 1991, State Personnel completed its review <br />of the classification and compensation section of the <br />County's substantial equivalency request. This process <br />has included extensive State Personnel review of the <br />Phase I classification and pay system. <br />In its April 18, 1991 letter (Attachment 2) State <br />Personnel advised Personnel that it will recommend that <br />the State Personnel Commission approve the County's <br />substantial equivalency exemption for classification <br />and compensation at its June 6 meeting, if the Orange <br />Countv Board of Commissioners adopts a requested <br />statement of intent. This statement would specify the <br />Board's intent to apply the same classification and pay <br />system in Health and Social Services Departments as was <br />applied in other County departments as a result of the <br />Phase I Classification and Pay Study and the planned <br />effective date. <br />Attachment 3 is a draft letter from Chairman Carey to <br />State Personnel which conveys the requested statement <br />of intent. State Personnel advises that such <br />a statement of intent is necessary in view of the fact <br />that as of the June 6. State Personnel Commission <br />meeting the Phase Il study will not have been adopted <br />by the Board. The current plan, contingent on study <br />completion, is to report on Phase II study results at <br />the June 3 Commissioner's meeting and to propose <br />adoption of the study results at the June 26. <br />Commissioner's meeting. <br />Following completion and implementation of the Phase II <br />Classification and Pay Study =, our plan is to pursue <br />State approval of the remaining sections of the <br />substantial equivalency exemption on a section -by- <br />section basis. <br />RECOMMENDATION: Adopt the statement of intent in the draft letter from <br />Chairman Carey to State Personnel and authorize the <br />Chair to sign the letter. <br />
