Political Activity. <br />The Directors of the Health and Social Services <br />Departments and their respective Boards have endorsed <br />the County's substantial equivalency request. <br />The substantial equivalency exemption means the County <br />may carry out personnel functions for Health and Social <br />Services Departments now handled by the State such as <br />position classification, approval of personnel actions <br />for Permanent employees including appointments, <br />promotions and the like. <br />The substantial equivalency exemption has many positive <br />benefits for the County. It will allow the County to <br />handle personnel functions for Health and Social <br />Services Departments in the same way as for other <br />County departments. For example, State Personnel <br />currently classifies Positions in Health and Social <br />Services and does so based solely on comparison to <br />similar positions state wide. If the County had the <br />substantial equivalency exemption for classification <br />and compensation, then the County would determine the <br />classification of these positions and the positions <br />also would be compared to positions within Orange <br />County= to insure equitable internal relatipnships exist <br />for our work force. <br />Attachment 1 outlines the State's basic requirements <br />for a "substantially equivalent" personnel system. <br />The substantial equivalency approval is granted by the <br />State Personnel Commission upon recommendation by the <br />Office of State Personnel. The next State Personnel <br />Commission meeting is scheduled for June 6, 1991. For <br />the County to implement the Phase II Classification and <br />Pay Study results effective July 8, 1991, the <br />substantial equivalency exemption must be granted by <br />the State personnel Commission at its June 6 meeting. <br />Effective January 7, 1991, Orange County implemented <br />the Phase I Classification and Pay Study results. This <br />followed the Orange County Board of Commissioners <br />approval of such implementation at its December 18, <br />1990 meeting. The Phase I classification and pay <br />system currently- is in place for County departments, <br />except Health and Social Services. <br />In October 1990, the Count- with State Personnel's <br />permission began Phase II of the Classification and Pay <br />Study. This includes positions in the Health and <br />Social Services Departments. Phase II of the study- <br />currently is in progress. <br />
