Such a statement is necessary for the <br />County to'obtain the State's substantial equivalency* <br />exemption for classification and compensation at the <br />State Personnel Commission's June 6, 1991 meeting. <br />This will allow -the County to implement Phase II of the <br />Classification and Pay Study results effective <br />July 81 1991. <br />BACKGROUND: In October 1990, Orange County requested that the <br />Office of State Personnel grant the County "substantial <br />equivalency" exemptions in the following areas: <br />a. Recruitment, Selection and Advancement <br />b. Classification and Compensation <br />C. Training <br />d. Performance As Basis For Continued <br />Employment /Reduction In Force (except the appeals <br />procedure) <br />e. Equal Employment Opportunity and Affirmative <br />Action <br />
