Draft March 18 Planning 'Board <br />Minutes. <br />Waddell expressed concern that if the portion <br />being considered is adopted, there would no <br />incentive to continue on with work on the <br />remainder for adoption. <br />MOTION: Cantrell recommended approval of LUP-4 --90 as <br />amended September 20, 1990 by the Rural Character <br />Study Committee., Seconded by Burklin. <br />VOTE: Unanimous - with new members abstaining due to <br />the fact they were not on the Board to attend the <br />public hearing and receive information. <br />AGENDA ITEM #10: MATTERS HEARD AT PUBLIC BEARING (2/25/91) <br />a. Comprehensive Plan Amendments <br />(1) CP -1 -91 Robert Ayers & Harold Harris <br />Presentation by David Stancil. <br />The property in question lies in Hillsborough <br />Township, south of the Interstate 40 /Old Chapel <br />Hill- Hillsborough Road (Old 86) interchange. The <br />property contains 32.76 acres, with access to Old <br />Chapel Hill- Hillsborough Road. The site also has <br />2200 feet of frontage along the western right -of-- <br />way of Interstate 40. <br />The site and surrounding properties are currently <br />designated Rural Residential on the Land Use <br />Eldment. The proposed amendment would create a <br />new free - standing Commercial Transition Activity <br />Node /Ten Year - Transition area on this site. The <br />applicants have stated the desire to pursue <br />application for an office park on this site. <br />This proposal was presented at the public hearing <br />February 25, 1991. Two are residents spoke in <br />opposition to the proposal. Specific concerns <br />mentioned included negative traffic impacts, a <br />desire to keep the area.rural in nature, and <br />concerns over an expected rise in their property <br />tax rates. A suggestion to consider all areas at <br />the interchange for the same designation was also <br />made. <br />The Planning Staff recommends that the applicants <br />be allowed to withdraw their application. This <br />withdrawal is suggested pending the completion of <br />related work by the Joint Planning Board /EDC Work <br />Group, the Hillsborough Cooperative Planning <br />efforts, and the 10 -year update of the Land Use <br />
