M. <br />WHEREAS, the Rural Character Study Committee's Conceptual <br />guidelines for the Rural Buffer is a sensitive document written by <br />representatives of all the people of Orange County, and <br />WHEREAS, the members of the Rural Character Study Committee <br />`developed a rapport with, and won the trust of citizens in the <br />County, and <br />WHEREAS, this document and its recommendations are interlocking and <br />interdependent, with each element built upon the other, and <br />WHEREAS, the recommendations allow developers and landowners to <br />decide among five environmentally - sensitive means of development of <br />private property, and <br />WHEREAS, the legal ramifications of open -space development options <br />(Options D and E) have been. addressed by Richard Ducker of the <br />Institute of Government and Robert Frielich, nationally- renowned <br />growth management attorney, to the satisfaction of the Planning <br />Board, and <br />WHEREAS, the Conceptual Guidelines for the Rural Buffer has been <br />endorsed in its entirety by the Orange County Planning Board, and <br />WHEREAS, the Orange County Planning Board reiterates its concerns <br />that striking any of the options proposed in said document is <br />destructive to the concept of protecting rural character in Orange <br />County, and removes the impetus from those options which do the <br />most to protect rural = character, and <br />WHEREAS, it is the belief of the Orange County Planning Board that <br />further study by a proposed work group will not be cognizant of the <br />consensus - building on- the par# of the Rural Character Study <br />Committee in developing these recommendations, will be self - <br />defeating to the concept of rural character protection, and will <br />create disfavor among citizens who have - expressed satisfaction with <br />this outstanding work, <br />THEREFORE, BE IT RESOLVED that the Orange County Planning Board <br />requests the County Commissioners to re- emphasize their <br />determinations to persevere in the adoption of the recommendations <br />of the Rural Character Study Committee in their entirety, and not <br />seek to compromise the plan by sending the discussion to yet <br />another committee. <br />THIS THE TWENTY - SECOND DAY OF APRIL, 1991. <br />Betty Eidenier, Chairman <br />Orange County Planning Board <br />
