4 �s <br />CHAPEL HILL TOWN COUNCIL <br />(ALTERNATIVE 3) <br />RESOLUTION 2 <br />RESOLUTION AMENDING THE JOINT PLANNING AGREEMENT AND THE JOINT <br />PLANNING LAND USE PLAN TO INCORPORATE OPTIONS A and B OF THE <br />CONCEPTUAL, GUIDELINES FOR THE RURAL BUFFER AND TO PERMIT AN AVERAGE <br />RATHER THAN A MINIMUM LOT SIZE, AND TO BASE THE AVERAGE LOT SIZE <br />ON MULTIPLES OF 40,000 SQUARE FEET INSTEAD OF AN ACRE (43,560 <br />SQUARE FEET), AND TO ALLOW UP TO TWO ONE -ACRE LOTS TO BE <br />ESTABLISHED FOR 1987 LOTS OF RECORD WHICH ARE 20 ACRES OR SMALLER; <br />AND TO CALL FOR A WORK GROUP OF ELECTED OFFICIALS TO ADDRESS THE <br />POLICY QUESTIONS OF IMPLEMENTING THE RURAL CHARACTER TASK FORCE'S <br />SUGGESTIONS IN THE RURAL BUFFER (91- 2- 25 /R -lb) <br />WHEREAS, the Chapel Hill Town Council, the Carrboro Board of <br />Aldermen and the orange County Board of Commissioners held a public <br />hearing on August 30, 1990, on the recommendations of the Rural <br />Character Study Committee for changes to the Joint Planning <br />Agreement and the Joint Planning Land Use Plan; and <br />WHEREAS, the Council finds Options A and B of these recommendations <br />to serve the purposes of maintaining the Rural Buffer as an area <br />which will not develop to urban densities and will not require Town <br />services, as it is defined in the Joint Planning Agreement; <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel <br />Hill that the Council affirms Options A and B as defined in the <br />Conceptual Guidelines for the Rural Buffer as the development <br />options which will maintain the character of the Rural Buffer. <br />BE IT FURTHER RESOLVED that the Council agrees to amend the Joint <br />Planning Agreement and the Joint Planning Land Use Plan to permit <br />an average rather than.a minimum lot size, to base the average lot <br />size on multiples of 40,000 square feet instead of an acre (43,560 <br />square feet) , and to allow up to two one -acre lots to be <br />established for 1987 lots of record which are 20 acres or smaller <br />(as indicated on the attached pages.) <br />BE IT FURTHER RESOLVED that the Council understands that the <br />University Lake Watershed overlay district has had special <br />protective regulations established for it by the County <br />Commissioners which take precedence over the regulations for the <br />Rural Buffer and understands further that cluster development will <br />not be permitted in the University Lake Watershed;. <br />BE IT FURTHER RESOLVED that the Council requests the County <br />Commissioners and the Carrboro Board of Aldermen to join with them <br />in forming a Work Group of elected officials to address the policy <br />issues raised in the recommendations of the Rural Character Task <br />Force's recommendations. <br />This the 25th day of February, 1991. <br />5'] <br />
