North Carolina 27510 <br />Z9 ) 968-770r, (919:542•85e­ <br />The following resolution was introduced by Alderman Hilliard <br />Caldwell and duly seconded by Alderman Randy Marshall. <br />A RESOLUTION ENDORSING THE CONCEPTUAL GUIDELINES FOR <br />THE RURAL BUFFER, AND ADOPTING THE PROPOSED AMENDMENTS TO <br />THE JOINT PLANNING AREA LAND USE PLAN AND JOINT PLANNING AGREEMENT <br />Resolution No. 16/90 -91 <br />WHEREAS; on November 2, 1987 the Town of Carrboro, the Town <br />of Chapel Hill, and the County of Orange entered into a Joint <br />Planning Agreement to establish a method of coordinated and <br />comprehensive planning in the Orange County - Chapel Hill - Carrboro <br />Joint Planning Area, of which the Rural Buffer is a part. <br />WHEREAS; the Rural Character Study Committee (RCSC), a group <br />of 16 County and Town citizens, was charged in 1987 with deve)oping <br />a strategy for the preservation of Orange County's "Rural <br />Character ", with a primary focus on a program for the Rural Buffer <br />Portion of the County. <br />WHEREAS; the Committee's goals in pursuing this strategy are <br />the preservation of agriculture, the management of growth, and the <br />protection of natural and visual resources through environmentally - <br />sensitive site design. <br />WHEREAS; on August 30, 1990, the Carrboro Board of Aldermen, <br />the Chapel Hill Town Council and the Orange County Board of <br />Commissioners held a joint public hearing to consider development <br />strategies for the Rural Buffer as proposed by the Rural Character <br />Study Committee in the document entitled Conceptual Guidelines for <br />the Rural Buffer. <br />WHEREAS; as per the Joint Planning Agreement, the <br />implementation of the Rural Character Study Committee's proposed <br />strategies requires text changes to the Joint Plannin Area Land <br />Use Plan and the Joint Planning Agreement which must be approved by <br />the Carrboro Board of Aldermen, the Chapel Hill Town Council, and <br />the Orange County Board of Commissioners. <br />WHEREAS; as a result of comments received at the August 30, <br />1990 joint public hearing, the Rural Character Study Committee and <br />the planning staffs of the Town of Carrboro, Town of Chapel Hill, <br />and Orange County have developed proposed changes to the original <br />Conceptual Guidelines for the Rural Buffer document and the <br />original amendments to the Joint Plannin Area Land se Plan and <br />Joint Planning Agreement for consideration by the elected officials <br />of Carrboro, Chapel Hill, and Orange County. <br />
