42- <br />7 <br />1 staffs is that the increase that might be seen in <br />2 number of dwellings is very slight and that any <br />3 increase would be offset by the flexibility granted - <br />4 yielding a more sensitive site design. <br />5 (4) ONE -ACRE LOTS FOR EXISTING LOTS OF RECORD <br />6 The Study Committee proposed to allow 2 1 -acre lots for <br />7 each 1987 lot of record. All three of the planning <br />8 staffs agree that the allowance of all such tracts to <br />9 create two one -acre lots might be damaging to the <br />10 concept and function of the Rural Buffer. The staffs <br />11 recognize the concerns that the Committee were trying <br />12 to address and would pledge to pursue other methods and <br />13 means of achieving that goal. <br />14 <br />15 STAFF RECOMMENDATION OF EACH JURISDICTION <br />16 <br />17 CHAPEL HILL PLANNING STAFF <br />i8 The Chapel Hill Planning Staff recommends conditional <br />19 approval of the Rural Buffer strategies as outlined in the staff <br />20 report. The staff recommends against specific provisions that would <br />21 allow public sewer extension to rural villages, square footage minimum <br />22 lot size, average lot size flexibility and two one -acre lots per 1987 <br />23 lot -of- record. In addition, the Chapel Hill staff further recommends <br />24 that, as proposed in the Town Council's public hearing resolutions, a <br />•.25 Joint work GrouR be appointed to further discuss the policy issues of <br />..'26 the proposals. It is recommended that this Joint Work Group consist <br />27 of, elected officials from each jurisdiction, a representative from <br />28 OWASA, and a representative from the Rural Character Study Committee. <br />29 The Chapel Hill staff also recommends that the proposed amendments to <br />30 the Joint Planning Area Land Use Plan and Agreement be deferred <br />31 pending conclusion of discussion by the Joint Work Group. <br />32 <br />33 CARRBORO PLANNING 'STAFF <br />34 The Carrboro Planning Staff recommends endorsement of the <br />35 Conceptual uidel'nes or the Rural Buffer with two exceptions. <br />36 First, that the provision calling for reintroduction of lot sizes <br />37 based on square footage not be pursued, and second that the <br />38 proposed allowance of two one -acre lots per 1987 lot of record <br />39 also not be pursued. The Carrboro staff recommends approval of <br />40 those amendments to the Joint Planning Area Land Use Plan and <br />41 Agreeme2tt that do not conflict with these exceptions. The <br />42 Carrboro staff does not recommend the establishment of a joint <br />43 work group unless said group was very narrowly focused, had a <br />44 deadline for resolution and did not duplicate the efforts of the <br />45 Rural Character Study Committee. <br />46 <br />47 ORANGE COUNTY <br />48 The Orange County staff recommends endorsement of the <br />49 strategies contained in the Conceptual Guidelines with the sole <br />150 exception being the provision of two one -acre lots for each 1987 <br />)51 lot -of- record.
