A minimum tract size of 200 acres would be required. <br />2 <br />3 In order to augment the package proposed by the Committee, they <br />4 identified several issues for further study. (1) the potential use of <br />5 a Transfer of Development Rights System, (2) the endorsement of a <br />6 Purchase of Development Rights system where agricultural and natural <br />7 sites might be preserved (3) the endorsement of the proposed County <br />8 Monitoring and Maintenance for wastewater systems and others. <br />9 David Stancil concluded the slide presentation by stating that <br />10 the Rural Character study Committee has attempted to propose a package <br />11 that recognizes both resource protection and private property rights <br />12 for what they are, and identified a first step toward peaceful <br />13 coexistence of these two land concepts as Orange County approaches the <br />14 21st Century. <br />15 <br />16 STAFFS RECOMMENDATIONS <br />17 All three staffs are in consensus on the positive aspects of the <br />18 concepts that have been identified by the study committee in their <br />19 strategy. In the agenda is a joint staff report. Four areas have <br />20 been identified as concerns by the governing boards: <br />21 <br />22 (l) EXTENSION OF PUBLIC SEWER TO RURAL VILLAGES <br />23 Currently water and sewer is not present in the buffer. <br />24 By extending water and sewer into these areas, <br />'125 development may be encouraged at densities in the <br />,..26 future beyond those seen in the Joint Land Use Plan. <br />27 The study committee has recommended that these lines be <br />28 designed to service these villages only. <br />29 (2) OVERALL MINIMUM LOT SIZE BASIS <br />30 The Rural Character Study Committee proposed that the <br />31 overall minimum lot size calculations for developments <br />32 in the RB revert back to a 1180,000 square footage" base <br />33 rather than the current 112.0- acre" base. The concern <br />34 of Chapel Hill and Carrboro staff is that reducing the <br />35 minimum lot'size from 2.0 acres to 1.84 acres will <br />36 result in a greater number of dwellings in the Rural <br />37 Buffer than was envisioned by the Joint Planning <br />38 Agreement and Land Use Plan. Orange County staff feels <br />39 the increase that might be seen in number of dwellings <br />40 is very slight, and that any increase would be offset <br />41 by the flexibility granted - yielding more sensitive <br />42 site design. <br />43 (3) MINIMUM LOT SIZE VERSUS AVERAGE LOT SIZE <br />44 The Rural Character Study Committee has recommended <br />45 allowing the use of "average" lot sizing rather than <br />46 "minimum" lot sizing for non - sewered residential <br />47 developments in the Rural Buffer. The Chapel Hill <br />48 staff is concerned that this flexibility would be <br />49 achieved at the expense of increased densities and <br />.50 number of dwellings over what was envisioned in the <br />)51 Joint Planning Agreement and Joint Planning Area Land <br />52 Use Plan.
