OVERVIEW OF IMPLEMENIATION STRATEGIES <br />Pace 90 Water and Sewer Extension Policy <br />The Orange Water and Sewer Authority ( OWASA) is the provider <br />of water and sewer in the JPA. OWASA policy is to extend <br />water and sewer in accordance with the adopted policies off <br />the applicable local governments. Current Orange County <br />policy is to approve water and sewer extensions only to: <br />1) Areas designated as Transition on the Land Use Element of <br />the Orange County Comprehensive Plan; <br />2) Areas designated as Transition in this document and its <br />accompanying Land Use Plan Map; and <br />3) Planned Rural Village developments in the Rural Boundary - <br />only in the predefined Rural Village Development Corridor. <br />Only Rural Village developments in this corridor are <br />eligible for such extension. <br />4) Emergency situations requiring the extension of water and <br />
