29 <br />STATUS REPORT <br />At the public hearing, the Town of Carrboro referred the amendments <br />to their Planning Board, while the Chapel Hill Town Council opted <br />to discuss the matter as a subsequent meeting on September 10 with <br />Study Committee representatives in the audience. The County boards, <br />as per standing practice, considers the items after Town action. <br />September 10 Town Council: <br />The Council noted their concern with four issues contained within <br />the August 30 staff analysis, primarily with the question of <br />providing sewer service to Rural Villages and planned developments. <br />The Council decided to let the Committee members know of their <br />disposition toward this issue by informally relating unanimous <br />unwillingness to extend public sewer lines into the Rural Buffer. <br />However, the Council also indicated that an alternative proposal - <br />that of public sewer through alternative systems constructed, <br />operated and maintained by a public entity (such as OWASA) - might <br />be an acceptable alternative. Committee representatives present <br />agreed to take this information back -to their next meeting on <br />September 20 and report back to the Council in early October. <br />Se tember 20 Rural Character Study Committee: <br />The Study Committee met with both County and Town staff to attempt <br />to address the Council's concerns. An addendum to the original <br />amendments was adopted. <br />Octobe 4 Carrboro Planning Board: <br />In the interim, the "amended" version of LUP -4 -90 was unanimously <br />recommended for approval by the Carrboro Planning Board. <br />October 8 Chapel Hill Town Council: <br />The Town Council received the amended package and unanimously <br />agreed to refer the matter to their Planning Board <br />October--9 Carrboro Board of Aldermen: <br />Citing a desire to discuss the matter with Committee <br />representatives, the Board deferred action until October 23. <br />October 16 Chapel Hill Plannina Board: <br />The Chapel Hill Planning Board recommended approval of the amended <br />package by a 7 -3 vote. <br />October 23 Carrboro Board of Aldermen: <br />The Carrboro Board, after discussing the proposals with Committee <br />representatives, adopted the September 20 amended package by a 6 -1 <br />vote.
