This issue, while previously of <br />significance, takes on increased importance if Rural <br />Villages are considered in areas not necessarily <br />directly adjacent to the Towns (as was recommended <br />in the Committee's Conceptual Guidelines). <br />2. PUBLIC REVIEW OF 5 -ACRE LOT SUBDIVISIONS <br />At the August 30 hearing and again at the Town Council <br />meeting, it was noted that the potential existed for <br />200 -acre (36- •lot)'subdivisions to be approved <br />without provision for public review. This issue was <br />discussed by the Committee, and most members agreed <br />that, although it was unlikely that this option would be <br />used by property owners close to the 200 --acre cap, the <br />point was valid. Discussion ensued on ways to allow <br />small large -lot subdivisions to utilize staff review <br />while providing public comment for larger subdivisions, <br />and possible thresholds for achieving this goal. <br />RECOMMENDATION: <br />a. That a gradation of 5 -acre lot subdivisions be used <br />to alleviate this concern. The Committee agreed that <br />the following thresholds would be one manner of <br />achieving public comment while not destroying <br />important incentives for property owners to use <br />this character - enhancing development option. <br />Tract Size (# of Lots) Provisions <br />15 -50 Acres (4 -8 lots) Staff review with notification <br />of Development Review Meeting to <br />adjacent property owners. <br />50 -100 Acres (8 -17) Same as above, but with staff <br />option to refer to Planning <br />Board for consideration if <br />necessary. <br />100 -200 Ac (17 -36) Public notification and Planning <br />Board review required. <br />The Committee recognizes that this alternative will <br />require legal review as to compliance with relevant <br />statutes. <br />3 <br />20 <br />
