1° r <br />ADDENDUM TO THE CONCEPTUAL GUIDELINES FOR THE RURAL BUFFER <br />SEPTEMBER 20, 1990 <br />NOTE: THE FOLLOWING ADDITIONS /REVISIONS TO THE <br />CONCEPTUAL GUIDELINES DOCUMENT WERE APPROVED'ON <br />SEPTEMBER 20, 1990. DISCUSSION AND CLARIFICATION IS <br />INCLUDED TO REFLECT COMMITTEE DELIBERATIONS. <br />On September 10, 1990 the Chapel Hill Town Council asked <br />representatives of the Rural Character Study Committee <br />to attend a council meeting which featured a discussion <br />item on the Rural Buffer strategies proposed by <br />the Committee and presented at public hearing on <br />August 30, 1990. Committee members Livy Ludington and <br />Bob Strayhorn represented the Committee at this meeting. <br />At this meeting, the Council discussed five concerns <br />with the strategies proposed at the August 30 ,joint <br />Public Hearing. In addition, on the issue of public <br />water /sewer to the Rural Villages, the Council was able <br />to provide Committee representatives with a consensus on <br />two questions. <br />First, the entire Council agreed that it could not <br />support the physical extension of water and sewer lines <br />to Rural Villages (Option E developments) from the urban <br />areas, as proposed in the Conceptual Guidelines. <br />Second, the Council unanimously agreed that public <br />water /sewer in the sense of direct public oversight of <br />package plants or alternative systems as to <br />construction, monitoring and maintenance might be an <br />acceptable alternative. <br />Other concerns identified by Chapel Hill staff included: <br />1. the lack of public review on "Minor" subdivisions of <br />5 -acre lots. <br />2. the concept of two 40,000 - square foot lots for each <br />1987 tract of record. <br />3. The use of average lot sizing. <br />4. Square footage -based minimum lot sizes. <br />1 <br />1'e <br />
