V. ISSUES REQUIRING FURTHER STUDY <br />In the course of consensus - building on the issues defined herein, <br />the Committee has identified a number of issues which cannot <br />reasonably be resolved by this Committee either through the scope <br />of their review or the nature of the concern at this time. <br />For this reason, the Committee lists these issues within this <br />closing section, with a recommendation that they be studied and <br />analyzed in the near future to enhance the implementation of the <br />strategies proposed herewith. <br />1. The Committee recommends that, for future potential use <br />as an open space and agricultural preservation tool, <br />the governing bodies of the Joint Planning Area <br />petition the North Carolina General Assembly for <br />enabling legislation to allow the utilization of <br />Transfer of Development Rights within Orange County. <br />Although TDR's currently would have limited <br />application, the Committee feels that it could be an <br />effective tool in future land use issues. <br />2. The Committee endorses the proposed Purchase of <br />Development Rights program for Orange County, and <br />further recommends that such a program be studied for <br />application in Orange County for the preservation of <br />natural, historic and visual resources, agricultural <br />preservation, open space provision and compensation to <br />property owners for any loss in property values due to <br />the enaction of measures for the provision of the <br />common good, health, safety and.general welfare of the <br />County as a whole. <br />3. The Committee endorses the proposed Health Department <br />Maintenance and Monitoring Program for alternative <br />wastewater treatment systems, and recommends that some <br />manner of the proposed program - specifically that <br />relating to the monitoring and maintenance of <br />alternative wastewater systems - be enacted by the <br />County Commissioners after due process. <br />4. The Committee recommends that a renewed effort on the <br />part of County administration be taken with regard to <br />the Agricultural Advisory Committee, to more <br />comprehensively address the concerns and needs of the <br />.County's farm community. <br />ADOPTED BY THE RURAL CHARACTER STUDY COMMITTEE ON MAY 24, 1990 <br />PDS/52490 <br />cg524fin <br />11 <br />15 <br />
