4. Other Policy Statements <br />10 <br />The following are a series of various policy statements adopted <br />by the Committee that overlap into different goals /objectives, or <br />serve as supplementary roles to other objectives and statements. <br />1. The Committee finds that land uses currently permitted in <br />the Rural Buffer, such as residences, churches and schools <br />(as designated in the Zoning Ordinance), should continue to <br />be permitted uses in the Rural Buffer under these premises. <br />2. The Committee finds that the development options that it <br />recommends for the Rural Buffer should be permitted as a <br />matter of right - with the exception of "Option E" <br />developments, that would necessitate special conditions as <br />spelled out in Section III of this document. <br />3. The Committee further finds that, as a matter of right, that <br />existing lots of record on January 6, 1987 be allowed to <br />subdivide in such manner as to create up to two (2) 0.92 - <br />acre lots; provided however, the remaining land shall be <br />developed in accordance with the standard provisions put <br />forth in Part III of this plan. (see Section 11.1.3) <br />4. The Committee finds that the use of incentives for large - <br />lot developments (average lot size of 4.6 acres) will aid <br />efforts to preserve and protect natural resources. <br />Incentives such as an expedited subdivision review process, <br />private roads and lower fees will enable landowners to keep <br />more land in open space or agricultural uses. Furthermore, <br />the use of conservation easements will enable even more <br />protection within large lots. The Committee recommends that <br />such incentives be instituted as a part of this package. <br />5. The Committee recognizes that two development options listed <br />herein will require some form of water and sewer service <br />because of their clustered lots. The Committee recommends <br />that this issue be addressed as follows: <br />a) That Option E Rural Village developments should only be <br />developed within a defined sector where public water and <br />sewer can be made available. Such lines should be adequately <br />sized and limited to serving the village only. <br />b) That Option D developments should also utilize public <br />..water and sewer -where possible. Where public water and <br />sewer extension is not cost- effective, the use of <br />community alternative wastewater systems would be permitted. <br />The use of such systems would be contingent on participation <br />in a Monitoring and Maintenance program adopted by the <br />County and such systems should also be built to public <br />specifications. <br />6. The County Commissioners have found that the University Lake <br />Watershed portion of the Rural Buffer, as the water supply <br />for southern - Orange County, warrants special protection <br />measures. These measures have been addressed by action of <br />the County Commissioners on April 2, 1990 through the <br />L <br />
