2: <br />.W <br />adopted by the Town of Carrboro on October 23, <br />1990, after a unanimous recommendation from the <br />Carrboro Planning Board. <br />However, on February 25, 1991, the Chapel Hill <br />Town Council passed a resolution adopting only <br />a portion of LUP -4 -90. The Chapel Hill <br />resolution also calls for a Joint Work Group <br />of elected officials to be formed to study the <br />policy issues raised. <br />The part of LUP -4 -90 adopted by the Council: <br />1. Affirms development options A (two -acre <br />lot subdivisions) and B (five -acre lot <br />subdivisions). <br />2. Allows the use of average lot sizing rather <br />than the current minimum lot sizing. <br />3. Bases the average lot size on multiples of <br />40,000 square feet instead of acres (43,560 <br />square feet). <br />4. Allows up to two one -acre lots for 1987 <br />lots of record 20 acres in size or less. <br />Action on the text amendments adopted will <br />allow staff to begin implementing these <br />changes, along. with other changes not under <br />the purview of the proposed work group. <br />On March 18, 1991 the Orange County Planning <br />Board considered this item for recommendation. <br />The Board voted unanimously to recommend <br />adoption of the September 20, 1990 version of <br />LUP -4 -90 (as adopted by Carrboro), recognizing <br />that this version was not adopted by Chapel <br />Hill. In so doing, the Planning Board stated a <br />desire not to undermine the work of the Rural <br />Character- Study Committee by adopting a portion <br />of the package - feeling that this might <br />remove the impetus for further discussion on <br />the merits of the proposal as a whole. <br />The Planning Board adopted a resolution to this <br />effect on April 22, 1991 (attached). <br />This report is provided to the Board to <br />identify and analyze alternative action <br />strategies prior to the Board's action on these <br />amendments. <br />RECOMMENDATION: Receive as information. <br />
