All staff with primary responsibility for HIV antibody <br />counseling and testing will receive training and continuing <br />education by the HINiSTD Control Branch or by local staff who <br />were trained by Branch staff. <br />i.F. All pi-e-- arid. post --test counseling will be conducted per the <br />i,eco:;_r:endations issued by the HIV /STD Control Branch. This, <br />Counseling will include i_adividual i.zed counseling sessions, <br />personalized risk assess_Ient and risk reduction guidelines, <br />advantages and disadvantages of testing, accuracy and limits <br />of testing, interpretation of test results. Individuals who <br />are HIV positive will be advised of HIV control measures and <br />notification of set; and needle -- sharing partners. Referrals <br />to HIV,/STD Control Branch partner notification and <br />appropriate medical and psychosocial services will be =rude. <br />Infor!l;ed. consent will be obtained prior to testing. Po.�itive <br />confidential tests will be reported on the con-i:nunicable <br />disease report Card within , days. Positive anonymous tests <br />will be reported throuGh the State Laboratory of Public <br />Health. <br />I.C. HIV antibody test results will be opened only by trained HIV <br />counselors, nurse practitioners and, public health nurses. <br />Written release of information i4 required before <br />confidential HIV test results will be released except as <br />required by law. All HIV test records and patient records <br />will be stored in locked facilities. <br />I.D.
