l <br />into districts smaller than our unit of local government, <br />the community suffers from excessively high toll rates with <br />many exchanges with too small a calling area. <br />PROPOSAL <br />To unite our community and remove financial hardship for <br />many of our citizens, the Orange County Board of <br />Commissioners requests that the North Carolina Utilities <br />Commission approve intra- County calling between three <br />of the six exchanges serving Orange Citizens (Chapel <br />Hill, Hillsborough, and the orange County portion of <br />Mebane). We are aware of today's difficulty in splitting an <br />exchange, and thus, with the recommendation of the Public <br />staff, we exclude the Orange portions of the Durham, of the <br />Prospect Hill and of the Timberlake exchanges at this time. <br />The Orange County Commissioners do strongly believe that <br />all the people in a given county ought to be able to call <br />each other toll -free and at a reasonable extended area flat <br />rate based on cost of service. Moreover where our largest <br />city, Chapel Hill, has extended its city limits into Durham <br />County, those citizens should also have toll -free service <br />with Orange County while not losing their home county.
