The County has six telephone toll areas, served by four <br />different telephone companies. Within the town limits of <br />Chapel Hill there are two toll areas. The County seat, <br />Hillsborough, is a long distance call for a majority of the <br />County residents. <br />The community problems caused by this fragmented local <br />service are numerous. The Schools, because of the <br />prohibitive rates, are unable to make routine calls to <br />inquire to the reason for a child's absence from school. <br />Churches and civic groups, which have limited resources, are <br />unable to make frequent telephone calls to their members <br />because of the tolls. Businesses suffer because the <br />telephone barriers which are totally out of alignment with <br />community development, deter would -be customers. <br />A 1989 survey of telephone usage showed that residents <br />served by the Hillsborough exchange make an average of 26.3 <br />calls per month to other Triangle exchanges. The average <br />monthly toll bill was $14.71 for these calls. Residents in <br />Chapel Hill and Mebane made just over 16 calls per month to <br />other Triangle exchanges. <br />it is clear that when telephone service is organized <br />
