Time Extensions (36 Lots) <br />y (1) Cornwallis Hills - Phase IIIA & IIIB <br />(36 Lots - Hillsborough Township) <br />Presentation by Mary Scearbo. <br />The property in question is located off Old NC 86 <br />(SR 1009) at the end of Lafayette Drive in <br />Cornwallis Hills Subdivision. Cornwallis Hills <br />has been developed in several phases. Phase I <br />received final plat approval on August 17, 1981. <br />Phases II, III and IV (111 lots total) received <br />preliminary approval on November 4, 1985. The <br />most recent approval was on August 15, 1988 for <br />final plat approval of Phases IIIA and IIIB <br />involving 36 lots. There are 28 lots remaining <br />that have not received final plat approval. <br />The Subdivision Regulations were amended on <br />February 19, 1991 to include phasing plans as a <br />component of Preliminary Plat approval. A <br />phasing plan can be amended upon approval of the <br />Board of Commissioners. A listing of the factors <br />found in Section III -D -2 -e used to evaluate a <br />request for a phasing plan revision are as <br />follows: <br />(1) whether or not approval of other diligently <br />pursued regulatory requirements can be <br />obtained before the expiration of the time <br />periods established in the phasing plan; and <br />(2) the quality of and length of time of the <br />experience of the subdivider in managing <br />development projects; and <br />(3) whether factors other than market conditions <br />and beyond the control of the subdivider <br />caused a delay in meeting the phasing plan; <br />and <br />(4) whether the development project, if completed <br />consistent with the approved Preliminary <br />Plat, will tend to aid or meet an important <br />public policy goal established by the Board <br />of County Commissioners; and <br />(5) whether the application for an amended <br />
