Four <br />Phases, with a total of 136 lots, have been <br />approved. The first three phases have <br />already been developed. <br />Phase I received Preliminary Plat approval on <br />February 2, 1981, and Final Plat approval on <br />August 17, 1981. Phases II, III, and IV <br />received Preliminary Plat approval on <br />November 4, 1985. The Final Plat for Phase <br />II was approved on June 16, 1986. Final <br />Plats for Phase III were approved were <br />approved August 15, 1988. <br />Phase IV, containing the remaining 28 lots, <br />has not yet been developed due in part to <br />slow lot sales during the past two years. <br />The original request of the applicant was to <br />extend the deadline for Final Plat approval <br />from the existing deadline of April 4, 1991 <br />to December 31, 1991, provided that any <br />letter of credit or other security used to <br />guarantee completion of improvements would <br />1 <br />
