4 <br />a <br />PROPOSAL <br />To unite our community and remove financial hardship for <br />many of our citizens, the Orange County Board of <br />Commissioners requests that the North Carolina Utilities <br />Commission approve county -wide local calling within Orange <br />County. This request includes all exchanges in Orange County <br />except Prospect Hill, Timberlake and the area close to the <br />Durham County line which is served by GTE. <br />Furthermore, the County participated in and fully <br />supports the current request before the Commission from the <br />Triangle J Council of Government's for a regional discounted <br />toll plan. This plan along with a favorable ruling on our <br />request for a County -wide EAS, would offer much needed toll <br />relief for the citizens of this area. <br />However, Orange County is still convinced that <br />flat -rate EAS should be within reach and is the proper <br />solution to the Triangle's communication problems. Until the <br />Triangle is made whole and uniform from.a telecommunications <br />perspective, our citizens will suffer from high costs; our <br />social, cultural and economic function will continue to be <br />divided and disrupted; and, we will be less able to attract <br />business that must have the best telecommunications services <br />
