3 <br />Chapel Hill there are two toll areas. The County seat, <br />Hillsborough, is a long distance call for a majority of the <br />County residents. <br />The community problems caused by this fragmented local <br />service are numerous. The Schools, because of the <br />prohibitive rates, are unable to make routine calls to verify <br />a child's absence from school. Churches and civic groups, <br />which have limited resources, are unable to make frequent <br />telephone calls to its members because of the tolls. <br />Businesses suffer because the telephone barriers which are <br />totally out of align with community development, deter would - <br />be customers. <br />A 1989 survey of telephone usage showed that residents <br />served by the Hillsborough exchange, make an average of 26.3 <br />calls per month to other Triangle exchanges. The average <br />monthly toll bill was $14.71 for these calls. Residents in <br />Chapel Hill and Mebane made just over 16 calls per month, to <br />other Triangle exchanges. <br />It is clear that when telephone service is organized <br />into districts smaller than our unit of local government, <br />the community suffers from excessively high toll rates with <br />many exchanges with too small a calling area. <br />
