13 <br />one of the recommendations of the Area Study is <br />that local and civic groups check into the <br />possibility of establishing a local Habitat <br />chapter. Stancil continued that at the February <br />12 meeting some were concerned that this <br />recommendation would encourage development of <br />low- income housing in the community. The <br />majority seemed to view this recommendation as <br />something to "look into" rather than a <br />recommendation to create low income housing. <br />MOTION: Burklin moved to adopt the recommendation of the <br />Planning Staff. Seconded by Eddleman. <br />VOTE: Unanimous. <br />b. A copy of the <br />abstract and proposed amendment are attachments <br />to these minutes on pages <br />Eidenier stated that one of the commissioners <br />asked that the Planning Board reconsider this <br />item very carefully. The concern was that placing <br />a commercial /recreational facility in an <br />agricultural /residential area might set a bad <br />precedent. <br />Eddleman expressed concern with the lighting and <br />the effect on surrounding residences. <br />Burklin stated he had seen driving ranges which <br />were simply an extension of a golf course and <br />those that eventually became almost an amusement <br />park with video games and batting cages which <br />created a deal of noise and problems for the <br />surrounding area. He continued that he felt this <br />was a use which would require some standards. <br />Kirk stated that in this case a batting cage <br />could not be built. it is a recreational use for <br />profit. Golf driving and practice ranges under <br />this definition does not allow for putt --putt <br />courses or gamerooms. <br />Waddell addressed the requirements from other <br />jurisdictions asking if lighting had been <br />questioned.
