2 •: <br />Efland's strategic importance in the Triangle, <br />and also recognizes that the village is unique <br />among areas under County jurisdiction because <br />of its village core and its level of urban <br />services (both existing and proposed). <br />The study proposes using "neotraditional" <br />planning techniques to encourage pedestrian - <br />scale services and recreation facilities built <br />around the village's traditional core. This <br />approach will allow Efland to evolve without <br />compromising the "small --town feel" that <br />residents feel is vital. The study would also <br />provide a strong backbone for a town plan, if <br />the village opts to incorporate in the future. <br />In order to accomplish this goal, an Efland <br />Village Overlay District is proposed. This <br />Efland- specific zoning district would apply <br />special standards and mixed uses to enhance <br />the core of the village, keeping the community <br />viable and well- planned as development <br />pressures along I -85/40 increase. <br />Before such an overlay district can be <br />adopted, the existing "Efland Center" <br />Commercial Activity Node - should be adjusted to <br />add 41 lots to the node that are within the <br />community focus. In this manner, all of the <br />properties within the community focus can be <br />treated consistently in the Comprehensive <br />Plan. This is the rationale for CP -2 -91, which <br />is the action item for the Board's decision. <br />This study and proposed amendment were <br />presented for citizen comment on February 25. <br />Four persons spoke in regard to this proposal. <br />Issues raised included a need for further <br />information on the proposed node adjustment, <br />landowner flexibility, the need for sewer, and <br />preserving small -town feel. <br />In response to a concern voiced by one <br />commissioner, further information is provided <br />on the proposed plan amendment CP -2 -91. <br />The Orange County Planning Board considered <br />this item on March 18, 1991. The Board received <br />the Efland Area Study and unanimously <br />recommended approval of CP-2 -91. <br />RECOMMENDATION: Administration recommends that the Efland Area <br />Study be received and that CP -2 -91 be adopted - <br />per the Planning Board recommendation. <br />
